The way I read your question is that you are looking for value, or the best bang for your buck. The problem is, most manufacturers put cheaper pickups in on their lower end and middle of the road guitars figuring that its one of the first things that people change.
Unfortunately, telling you what guitar is a good metal guitar is a question that can get you about 100,000 answers. The right guitar for you should be a decision on a lot of different aspects about your comfort, needs, preferences, uses, etc. Guitars are made very differently, and thats why you see 100's of them in guitar stores. The same thing can be said of pickups. There are both active and passive pickups, and even active preamps. There are numerous brands of pickups and within those brands there are dozens of pickup choices to suit different peoples needs.
Someone mentioned Ibanez, and Im a huge Ibanez fan. However, they mentioned Jackson, and I don't like Jackson guitars at all. Some people love strats, others Gibsons, some both and some neither. You will have to sit in a guitar store and see what is right for you.
Some of my preferred metal guitars, ESP EC-1000, Ibanez RGT42DX, ESP MH1000, Dean ML79, and Ibanez RG470, 570, and S470, 570 (discontinued).
I think your best option is to look at used guitars on Ebay or Craigs list and look for a good deal or a guitar that has had its pickups upgraded. Best of luck!Hello,

A few other brands like Jackson make nice metal guitars as well. Best thing to do is go to a music store and try a few out, see what tone and feel you like best and what suits you.
